Dr. Paul M. Whisenand is a founding principal of PMW Associates. Since incorporation in 1971, PMW Associates has maintained its commitment to providing government agencies with quality service and support.
The Firm has three service concentrations
- Law Enforcement Training
- Human resource development including employee recruitment and testing.
- Management audits and organizational studies.
Dr. Whisenand holds degrees in Public Administration from the University of Southern California. In addition to his position with PMW Associates, he is a professor emeritus at California State University, Long Beach where he taught criminal justice, specializing in organizational behavior and social research. He has authored and/or co-authored over 14 textbooks and 60 journal articles and is a recognized expert in the leadership of police agencies. As a consultant, Dr. Whisenand’s specialties include the organization and management of police agencies, organizational team building, strategic planning, management audits, executive recruitment, promotional testing and expert testimony in the area of criminal justice.

Ms. Whisenand, principal and co-owner of PMW Associates, is an independent consultant providing services to public and private sector clients for the planning and implementation of redevelopment, economic development and housing programs.
A specialist in public/private partnerships, Ms. Whisenand has had over 25 years of experience negotiating and administering development agreements for major real estate, commercial and residential projects. She has served as:
- Executive Director of the Redevelopment Agency in Costa Mesa, California
- Executive Director of the Redevelopment Agency in Escondido, California
- Assistant Vice President of the Centre City Development Corporation, San Diego, California.
- Redevelopment consultant to cities and public agencies in California such as: Temecula; Cathedral City; San Diego State University Foundation; Lake Forest; Rancho Palos Verdes; LaVerne; Fresno; Palmdale, Laguna Niguel, Palm Springs, Palm Desert, Costa Mesa, Fullerton, Ontario, Escondido, Signal Hill, Santee and San Clemente. In addition, Marilyn has been a consultant to San Antonio, TX.
Ms. Whisenand holds a degree in Business Administration from the University of Redlands and a Certificate in Real Estate and holds a California Real Estate Broker’s license.
Awards received for projects completed under the direction of Ms. Whisenand include: the Department of Housing and Urban Development “Certificate of National Recognition” for innovative use of public/private partnership for the Lincoln Park Mesa multi-family residential project in Costa Mesa, California; the American Planning Association “Meritorious Program Award”, the Urban Land Institute “Award of Excellence”, and the Pacific Coast Builders’ Conference “Golden Nugget Award” for the Costa Mesa Courtyards, a mixed-use retail/commercial development in downtown Costa Mesa; and the Urban Land Institute “Award of Excellence” for the Escondido Civic and Cultural Center, a 116 million dollar Civic and Cultural Arts complex located in downtown Escondido, California.
Ms. Blaylock served as Office Manager for PMW Associates from 1988 to 1999 and rejoined PMW Associates as a contract Business Manager in 2009. A specialist in business management, seminar/events planning, and non-profit fund raising, Ms. Blaylock has over 20 years of experience in business management. During her time away from PMW Associates, Ms. Blaylock spearheaded and managed the non-profit group Heart to Heart which raised funds to place automated external defibrillators in Carlsbad Schools and local community centers. Awards received for projects completed by Ms. Blaylock include: San Diego Channel 10 "Leadership Award"; San Diego County School Board "Community Partner of the Year Award"; and Carlsbad Unified School District "Team Power Award". Ms. Blaylock resides in Carlsbad, California with her husband and daughter.
